What Is the High-Tech Park?
The Belarus High Technology Park (HTP) is a nationwide virtual special economic zone for technology-oriented companies, established in 2005. It provides a distinctive legal and tax regime designed specifically for IT and R&D businesses — offering significant tax benefits, simplified regulatory procedures, and a supportive innovation ecosystem. HTP is not a physical location: resident status is accessible to qualifying companies throughout Belarus. The Park fosters collaboration between businesses, universities, and research institutions, and serves as a key driver of IT development in the country.
Growing an IT Business in Belarus Through HTP
Belarus has established a strong reputation as an IT and technology hub, anchored by the High Technology Park. The HTP offers qualifying IT companies a favourable tax regime, simplified administrative procedures, contractual flexibility for cross-border operations, and access to a highly skilled IT talent pool. For both startups and established IT companies, HTP residency provides a competitive operating environment and meaningful cost advantages compared to many other jurisdictions.
HTP Benefits
HTP-resident companies benefit from: a significantly reduced corporate tax burden — including income tax exemptions and VAT exemptions on domestic sales; simplified currency regulation and exemption from offshore duty on cross-border transactions; the ability to execute contracts with non-residents electronically without physical signatures; visa-free entry to Belarus for non-resident employees; and access to a broader range of financial instruments including convertible loans and options. Residents contribute 1% of net revenue to the HTP development fund.
Business Plan for HTP Entry
HTP residency applications require a business plan demonstrating the company’s proposed activities, market analysis, and financial projections. The business plan is a key element of the application — it must demonstrate that the company’s activities fall within the HTP’s eligible activity categories and that the business is commercially viable. AMBY Legal prepares HTP business plans tailored to the specific requirements of the HTP administration.

Why AMBY Legal for HTP Consulting

We work closely with each client to understand their specific business model and develop an approach that aligns with their objectives.
How to enter HTP
Step 1 — Confirm eligible activities: Identify which of the company’s activities fall within the HTP’s list of eligible activities — this determines whether HTP residency is available.
Step 2 — Decide to apply: Assess the potential benefits of HTP residency against the company’s business model and objectives.
Step 3 — Prepare documents: Gather the required documentation — company registration certificates, financial information, and supporting materials.
Step 4 — Prepare the business plan: Develop the business plan in accordance with HTP requirements — covering the company’s objectives, market analysis, and financial projections.
Step 5 — Submit the application: Submit the completed application and supporting documents to the HTP administration.
Step 6 — Commence operations as an HTP resident: Upon approval, formalise residency and begin operating under the HTP regime.

FAQ
The HTP is a nationwide virtual special economic zone for IT and technology companies, established in 2005. It offers resident companies significant tax benefits — including income tax and VAT exemptions — simplified currency regulation, contractual flexibility for cross-border operations, and access to a skilled IT workforce. Over 1,000 companies currently operate within the HTP, employing approximately 60,000–69,000 specialists.
As of recent data, the HTP hosts over 1,000 active resident companies — with approximately 454 resident companies as of December 2023 — and employs around 69,000 specialists. The Park contributes approximately 4% to Belarus’s GDP and accounts for around 30% of the country’s total service exports. It has attracted over $400 million in foreign investment and hosts over 100 R&D centres of international companies.
As of December 2023, approximately 454 companies held active HTP resident status. The number fluctuates as new companies are admitted and existing residents exit. AMBY Legal advises on current HTP admission requirements and assists with the full application process.
The HTP was established in 2005 as a government initiative to develop the IT sector and attract technology investment to Belarus. From a relatively small start, it has grown into one of Eastern Europe’s leading IT ecosystems — with over 1,000 companies, tens of thousands of employees, and a substantial contribution to Belarus’s GDP and export revenues.

You won the arbitration. Months of hearings, written submissions, and legal costs — and the tribunal ruled your way. The award exists on paper. The Belarusian counterparty knows it. And nothing has moved. Getting paid is a different fight entirely. Belarus does recognise foreign arbitral awards — but turning that recognition into actual money involves […]
The contract was signed. Goods were delivered, services rendered, money lent. And then — silence. Payment deadlines passed, calls went unanswered, and the emails from your Belarusian partner became increasingly vague. Now you’re sitting on an unpaid invoice and wondering whether there’s anything you can actually do from abroad. The short answer is yes. Belarus […]
Most companies don’t think much about changing a director until they have to. Then they find out the hard way that getting it wrong — even slightly — can leave the business stuck in an awkward gap: the old director still legally in charge, the new one unable to sign anything or move money. We’ve […]
