The simplified system (УСН) applies a flat rate of 6% on gross revenue and is available to companies with annual revenue limitations — making it the preferred choice for most IT startups. The general system involves corporate profit tax at 20%, VAT at 20%, and other applicable taxes, and is typically used by larger companies or those that do not qualify for the simplified regime. A director can be a citizen of any country — there are no nationality restrictions. A foreign director who manages the company remotely does not need a work permit. A permit is required only if the director plans to physically reside and work in Belarus on an ongoing basis.
Yes. Both individuals and legal entities from any country can be founders of a Belarusian company. There are no minimum capital requirements for an LLC. Foreign founders typically act through a local representative by power of attorney — we prepare all necessary documents.
Most IT companies choose the simplified taxation system — a flat rate of 6% on gross revenue, with no VAT. To qualify, annual revenue must not exceed approximately $2.15M and the headcount must be under 130 employees. HTP resident companies operate under a separate preferential regime with even lower effective rates.
HTP residents pay income tax at 9% instead of the standard 20%, are exempt from VAT on IT services, and benefit from simplified administrative procedures. Employees of HTP residents also pay reduced personal income tax. The status is available to companies developing software, providing IT services or engaged in other qualifying tech activities.
For an LLC in Belarus there is no minimum authorised capital requirement — it can be as low as 1 Belarusian ruble. The capital must be paid in full within 12 months of registration.
