Belarus recognises three main ways to conduct business as an individual. Each comes with different levels of liability, taxation and administrative burden.
A self-employed individual (самозанятый) is the simplest form — no registration required, but activity is strictly limited to a narrow list of permitted services and personal income tax applies to all earnings.
An individual entrepreneur (IE) operates under their own name without forming a separate legal entity. The owner bears unlimited personal liability — meaning personal assets can be used to satisfy business debts. Suitable for very small, low-risk operations.
A legal entity (LLC, CJSC, etc.) is a separate legal person distinct from its founders. Founders’ liability is limited to their contribution to the authorised capital. This is the standard choice for foreign investors, IT companies and any business expecting growth, contracts with international partners or HTP registration.
