Government Relations (GR) in Belarus
Our clients
Overview
Companies and individuals operating in Belarus frequently need to interact with state authorities — to submit or obtain documents, respond to enquiries, or defend their interests in administrative or civil proceedings. Where personal attendance is impractical or impossible — particularly for foreign companies and non-residents — AMBY Legal acts as authorised representative under a power of attorney.
Representation for Document Submission and Receipt
AMBY Legal can represent clients’ interests before state authorities for the purpose of submitting or receiving specific documents. The process begins with a consultation to establish what documents need to be submitted or obtained and to which authority. Where required, we assist with drafting the power of attorney — specifying the documents to be submitted or received, the relevant authority, the procedure for transferring received documents to the client, and the applicable timeline.
We also advise separately on certification, translation, and legalisation of powers of attorney for use in Belarus.
Representation When Called for Explanations
Where a company or individual is summoned to a state authority for explanations — for example, to the tax inspectorate — AMBY Legal can represent their interests at that hearing.
The process begins with a consultation to identify the likely scope of questions and advise on the appropriate responses. We then assist with drafting the power of attorney — authorising our advocate to provide oral and written explanations on the client’s behalf, sign documents, and take other required actions at the relevant authority.
Representation in Dispute Resolution
Where administrative, civil, or criminal proceedings have been initiated against a company or individual, legal representation is typically required throughout. AMBY Legal advises on the possible consequences and strategy — and represents clients’ interests in the proceedings under a power of attorney.
The power of attorney for proceedings should specify the representative’s authority to: appear in court and administrative hearings; provide explanations; submit documents; review case materials; and file appeals against decisions — subject to the client’s consent.

FAQ
State authorities — particularly tax inspectorates — have specific procedural requirements and communication standards. A qualified advocate ensures that documents are properly prepared, explanations are presented accurately, and the client’s procedural rights are protected from the outset. This reduces the risk of missteps that could complicate or prolong the matter.
The objective is to protect the client’s rights and resolve the specific matter efficiently — whether that involves submitting or obtaining documents, responding to official enquiries, or defending the client’s interests in administrative or civil proceedings.
We represent clients before all key Belarusian authorities — including tax inspectorates, customs bodies, administrative commissions, licensing and regulatory bodies, the State Control Committee, and courts — on both corporate and individual matters.
The timeline depends on the nature and complexity of the matter. Straightforward document submission or receipt may be completed within a few business days. Administrative or civil proceedings may take several weeks to months. AMBY Legal provides a realistic timeline estimate at the initial consultation stage.
Yes. AMBY Legal acts under a power of attorney — managing all interactions with state authorities on behalf of the client without requiring their physical presence in Belarus. All communications with the client are conducted in English.

You won the arbitration. Months of hearings, written submissions, and legal costs — and the tribunal ruled your way. The award exists on paper. The Belarusian counterparty knows it. And nothing has moved. Getting paid is a different fight entirely. Belarus does recognise foreign arbitral awards — but turning that recognition into actual money involves […]
The contract was signed. Goods were delivered, services rendered, money lent. And then — silence. Payment deadlines passed, calls went unanswered, and the emails from your Belarusian partner became increasingly vague. Now you’re sitting on an unpaid invoice and wondering whether there’s anything you can actually do from abroad. The short answer is yes. Belarus […]
Most companies don’t think much about changing a director until they have to. Then they find out the hard way that getting it wrong — even slightly — can leave the business stuck in an awkward gap: the old director still legally in charge, the new one unable to sign anything or move money. We’ve […]
