How to Open a Bank Account in Belarus

Opening a bank account in Belarus requires selecting the right bank, preparing the required documentation, and completing the bank’s compliance procedures. Both companies and individuals — including foreign nationals and non-resident legal entities — can open accounts in Belarusian banks in Belarusian rubles and in foreign currency.

The process differs depending on whether the account holder is a local company, a foreign company, an individual resident, or a foreign national. For foreign clients, the procedure involves stricter compliance checks and requires documents to be translated into Russian or Belarusian.

AMBY Legal assists foreign companies and individuals at every stage — from choosing the most suitable bank to preparing documents and accompanying the account opening process.

Who Can Open a Bank Account in Belarus?

The following can open bank accounts in Belarusian banks:

Belarusian legal entities — resident companies of any organisational form.

Foreign legal entities — non-resident companies operating in or entering the Belarusian market.

Individual entrepreneurs — both Belarusian citizens and foreign nationals.

Individuals — Belarusian citizens and foreign nationals, including those without a Belarusian residence permit.

The Banking Code of the Republic of Belarus defines the types of bank accounts that can be opened by each category of account holder.

How to Open a Bank Account in Belarus?

Opening a bank account in Belarus involves completing specific legal and regulatory steps. To begin with, you should select a bank that fits your business or personal needs and prepare essential documents, including proof of identity, residency, and employment. Adhering to Belarusian banking regulations is crucial, and you may need to provide further verification depending on your situation. Our legal experts will guide you through every stage, ensuring smooth compliance and helping you avoid potential complications.

Bank Accounts for Companies in Belarus

Both Belarusian and foreign legal entities can open corporate bank accounts in Belarus. Available account types include settlement accounts (for day-to-day operations), foreign currency accounts, and special accounts depending on the nature of the company’s activities.

Foreign companies face a more involved compliance process compared to local entities — including document legalisation requirements and translation obligations. AMBY Legal advises on the choice of bank based on the company’s planned transaction geography and assists with all documentation.

Bank Account for a Foreign Company

Open a bank account in Belarus for a foreign company with full support at every stage.

Opening a Bank Account for Non-Residents

Non-residents — both individuals and legal entities — can open bank accounts in Belarus to manage finances, conduct transactions, and carry out local business operations. The process requires compliance with specific legal and documentation requirements that vary depending on the non-resident’s country of origin and account type.

AMBY Legal provides comprehensive support for non-resident account opening — advising on documentation requirements, assisting with translation and legalisation, and accompanying the process through to successful completion.

Documents Required: Foreign Individual

Provide valid identification: a passport, residence permit, or refugee certificate — the specific document depends on the individual’s legal status in Belarus.

Confirm legal status: documents confirming the individual’s legal grounds for being in Belarus must be presented alongside personal identification.

Translate documents: all documents in a foreign language must be translated into Russian or Belarusian by a certified translator, with the translation notarized.

Complete the bank’s process: once all documents are submitted and verified, the bank opens the account and the individual can begin using it for financial transactions in Belarus.

Documents Required: Legal Entity (Belarusian Company)

To open a corporate settlement account, a Belarusian legal entity must submit to the bank:

  • A signed application from the authorised representative.
  • The director’s passport.
  • Company registration details.
  • The company charter.
  • A signature specimen card.
  • Documents confirming the authority of the persons named on the specimen card.

The bank notifies the tax authorities and the local Social Security Fund office of the account opening within one working day.

Documents Required: Individual Entrepreneur

Individual entrepreneurs must submit to the bank:

  • A completed application form (available at the bank).
  • A copy of the state registration certificate confirming the entrepreneur’s business registration.
  • A specimen signature card completed at the bank, identifying those authorised to manage the account.
  • The entrepreneur’s personal identity document and passport copies of any authorised signatories.

Documents Required: Foreign Legal Entity

Foreign companies opening a bank account in Belarus must submit:

A signed application from an authorised representative, accompanied by documents confirming their authority to act on behalf of the company.

The company’s founding documents — charter, articles of incorporation, or equivalent legal documents confirming the company’s legal status in its home country.

An official confirmation of registration — a commercial registry extract, certificate of incorporation, or equivalent document from the home country.

A specimen signature card completed at the bank.

The company’s official seal or stamp where required.

All documents must be legalised (apostille or consular legalisation depending on the country of origin) and translated into Russian or Belarusian with notarized translation.

Bank Account for a Foreign Individual

Both Belarusian citizens and foreign nationals — including those without a Belarusian residence permit — can open personal bank accounts in Belarus. Opening an account for a foreign national takes somewhat longer than for a Belarusian citizen due to stricter compliance procedures and the requirement to translate documents into Russian or Belarusian.

Corporate Bank Account for a Foreign Company

Both local and foreign companies can open corporate bank accounts in Belarus. For foreign companies, the process takes longer than for local entities due to stricter compliance requirements and the need to legalise documents from the home country. AMBY Legal manages the full document preparation and legalisation process on behalf of foreign clients.

Types of Bank Accounts in Belarus

Settlement (Current) Account

The main account from which an organisation or individual entrepreneur pays expenses and receives revenue. The account holder's funds are stored in the account. Under the agreement, the bank has the right to use temporarily available funds held in the account and pays interest to the account holder in return. The bank notifies the tax office and the local Social Security Fund office of the account opening within one working day. Any organisation or individual can open multiple settlement accounts.

Charity Account

Opened under a charity account agreement for collecting, storing, and using funds received as gratuitous (sponsorship) assistance or donations. Under Decree No. of the President of the Republic of Belarus of 25.05.2023, foreign gratuitous aid includes funds and goods donated by foreign senders to Belarusian recipients, as well as goods and services purchased in Belarus at the expense of foreign senders' funds. Funds received as foreign gratuitous aid must be credited to the charity account within 3 banking days of receipt.

Special Accounts

Opened under a special account agreement, these accounts operate under a special regime established by the agreement and specific legislative acts. Types include: special accounts for shareholders' funds attracted by developers within shared construction projects (opened per construction object); and special accounts for Belarusian organisations and individuals who are foreign participants or property owners from unfriendly states — opened in Belarusian rubles for the transfer and receipt of profits and dividends.

FAQ

How do I open a bank account in Belarus?

Select a bank suitable for your needs, prepare the required documentation — identification, company registration documents, charter, specimen signature card, and any legalisation and translations required for foreign clients — and submit the application to the bank. AMBY Legal manages this process on your behalf from start to finish.

Can foreign companies make international payments from a Belarusian bank account?

Yes. Belarusian banks offer foreign currency accounts and international payment services. The available payment corridors — Russia, EU, China, and others — vary between banks. We advise on the best bank for your planned payment geography before account opening.

Does the bank notify the tax authorities when an account is opened?

Yes — for legal entities and individual entrepreneurs. The bank notifies the tax authorities and the local Social Security Fund office within one working day of opening a settlement account. Individuals opening personal accounts are not subject to this automatic notification requirement.

Can a company or individual have accounts in multiple banks in Belarus?

Yes. Both companies and individuals can hold accounts in multiple Belarusian banks simultaneously. This provides flexibility in managing finances, optimising payment routes, and reducing reliance on a single banking relationship.

Can a foreign national without a Belarusian residence permit open a bank account?

Yes. Foreign nationals can open personal bank accounts in Belarus without a residence permit. The process takes somewhat longer than for Belarusian citizens due to additional compliance requirements and the need for document translation. AMBY Legal assists foreign nationals with the full process.

Which Belarusian bank is best for international payments?

The optimal bank depends on the geography of your planned payments. For settlements with Russian counterparties, Alfa-Bank Belarus or BPS-Sberbank are commonly used. For payments to China or other Asian markets, different banks may be preferable. We advise on bank selection based on your specific business needs before the account is opened.
