An apostille is a certificate that authenticates a Belarusian document for use in countries that are parties to the Hague Convention of 5 October 1961. Belarus joined the Convention in 1992. This means that Belarusian documents bearing an apostille are recognised as authentic in over 120 countries – including all EU member states, the United States, the United Kingdom, Israel, Turkey, China, Australia and many others – without requiring additional consular legalisation.
For people living outside Belarus who need a Belarusian document authenticated for use abroad, obtaining an apostille typically requires either travelling to Belarus or having a trusted person act on their behalf. Which Documents Can Be Apostilled in Belarus
Civil status documents: birth certificates, marriage certificates, divorce certificates, death certificates, name change certificates. These are the most commonly apostilled documents – needed for immigration applications, marriage registration abroad, citizenship applications, inheritance proceedings and other official purposes.
Court documents: court judgments, court orders, certificates issued by courts. Required for recognition of Belarusian court decisions abroad and for various legal proceedings in foreign jurisdictions.
Notarial documents: powers of attorney certified by a Belarusian notary, notarised copies of documents, notarised translations, declarations and other documents certified by a Belarusian notary.
Educational documents: diplomas and transcripts issued by Belarusian universities and educational institutions. Required for recognition of qualifications abroad, employment and further study.
Company documents: extracts from the Unified State Register – EGR – and other documents issued by state authorities relating to Belarusian legal entities.
Criminal record certificates: справка о несудимости – issued by the Ministry of Internal Affairs. Required for immigration applications, employment abroad and licensing procedures. Note – criminal record certificates are valid for three months only; timing the apostille process correctly is important.
Other official documents: any document issued by a Belarusian state authority or certified by a Belarusian notary can in principle be apostilled – provided it falls within the scope of the Hague Convention.

Who Issues Apostilles in Belarus
The apostille is issued by the competent authority in Belarus depending on the type of document.
Ministry of Justice: apostilles on documents issued by courts, notaries, civil registry offices and other bodies within the justice system – including civil status documents and notarial documents.
Ministry of Foreign Affairs: apostilles on documents issued by the Ministry of Foreign Affairs itself and on certain other official documents.

Important Practical Points
The apostille authenticates the signature and seal – not the content: An apostille confirms that the signature on the document is genuine and that the person who signed it had authority to do so. It does not certify the accuracy of the information in the document itself. The receiving authority in the foreign country may separately verify the content.
Since 2023 – apostille remotely requires a power of attorney: Following changes to Belarusian consular regulations, it is no longer possible to obtain an apostille on behalf of another person at a Belarusian embassy abroad. Apostille must now be obtained in Belarus. If the document owner cannot travel to Belarus, a power of attorney to a Belarusian representative is required. We act as that representative.
Criminal record certificates have a three-month validity: The справка о несудимости expires three months after issuance. It must be apostilled and submitted to the relevant authority within this window. We coordinate the timing of the full process to ensure the certificate remains valid.
CIS documents do not need apostille for use in CIS countries: Under the 1993 Minsk Convention, documents issued by Belarusian state authorities are recognised in Russia, Kazakhstan, Ukraine, Uzbekistan, Armenia, Kyrgyzstan and other CIS member states without apostille. Apostille is only needed for use outside the CIS.
